The people in the areas hardest hit a few months ago by Hurricane Katrina are discovering that cleanup and reconstruction is proceeding quickly where private contractors are hard at work. Where the U.S. Army Corps of Engineers are concerned, however -- not so much. It's good to see that, in an age of so much upheaval and unrest that the general slackery of government workers marches on.
